Here are some of our most commonly asked questions, and some other helpful information for residents of the district.

 

Q: Who can I contact to report problems in my neighbor’s yard such as excessive weeds, junk, or derelict vehicles?

A: Problems in the front yard of a property fall under the purview of Douglas County Code Enforcement @ (775) 782-6214.

Q: I suspect I have a leak, who can I contact?

A: If you suspect you have a leak, please contact us here at the District Office @ (775) 267-2805. We can have our Water Department staff look at the meter and tell you if they suspect a leak. Please know that if there is a leak and it is on the property side of the meter, it is the property owner’s responsibility. If there is a leak in the meter pit, it is the responsibility of the District. DO NOT open the meter pits as they have sensors in the lids that can be damaged if not handled properly. There is a fine for tampering with the District’s meter pits.

Q: A tree root is lifting the sidewalk panel causing a tripping hazard, who can I contact?

A: Please contact us here in the District Office @ (775) 267-2805. Any damage to a sidewalk panel is the responsibility of the property owner that the sidewalk panel abuts. We will contact the property owner.

Q: It is snowing and I do not drive a 4-wheel drive vehicle, when will the District clear my street?

A: The District conducts snow plowing operations per our Snow Removal Policy. We do not start plowing until 4” has accumulated on the streets and is continuing, and we have a priority list of which streets will be cleared at what time.

Q: A car just went speeding by my house, who can I call?

A: Douglas County Sheriff’s Office is responsible for all vehicle violations (moving or parked) on the streets. Indian Hills GID has no authority over vehicle violations. Please call Douglas County Sheriff’s Office non-emergency number @ (775) 782-5126 to report speeding vehicles. If the vehicle is an immediate danger to people or property, please call 911.

Q: I have a problem with my water or sewer, who can I call?

A: Please call us here in the District Office @ (775) 267-2805. We can assist with all problems relating to water & sewer issues. If it is a problem with your infrastructure, it is your responsibility for the repairs. If it is a problem being caused by the District’s infrastructure, we will repair it. To clarify infrastructure ownership, here are some guides:

Water lines from the water main to the meter, and including the meter, are the responsibility of the District. The line from the meter to the home, and everything that side of the meter is the responsibility of the homeowner.

The wastewater lateral, which is the line that goes from the home to wastewater main, is the responsibility of the homeowner. The sewer mains are the responsibility of the District.

After hours if you have an emergency with your water or wastewater, call the Douglas County Sheriff’s non-emergency line @ (775) 782-5126. They will contact our on-call employee who will be able to help you. Please note that after-hours calls that are not the responsibility of the District may result in a call-out fee.

Q: My neighbor has a trailer that has been parked in the street forever, who can I call?

A: Please call Douglas County Sheriff’s Office @ (775) 782-5126 to report the issue. All complaints on the street are under the purview of DCSO.

Q: My neighbor has a camper that has been parked in front of their house forever, who can I call?

A: Please call Douglas County Code Enforcement @ (775) 782-6214 if the camper is in their yard, or call DCSO @ (775) 782-5126 if the trailer is on the street. Residents may park their camper / RV for 48 hours for loading and unloading.

Q: Cars keep running the stop sign on my street, who can I call?

A: Please call Douglas County Sheriff’s Office @ (775) 782-5126 to report the issue. The district has no authority to enforce vehicle violations.

Q: My neighbor’s dog barks non-stop, who can I call?

A: To report animal violations, please call DCSO’s non-emergency line @ (775) 782-5126 and an Animal Services Officer will contact you. You may also contact Douglas County Animal Control @ (775) 782-9061 for information.

Q: There are some kids vandalizing the parks, who can I call?

A: Please call 911 and report it to the Douglas County Sheriff’s Office immediately.

Q: My TV or internet service is not working as expected, who can I call?

A: Please contact your TV or internet service providers.

Q: There is a huge pothole in my street, who can I call?

A: Please contact us here in the District office @ (775) 267-2805 and we will investigate and repair damage in the roads as necessary.

 

Areas of Responsibility

Indian Hills General Improvement District (GID) is a district in Douglas County. This means that Indian Hills GID residents fall under the District’s policies, as well as Douglas County Code.

 

Indian Hills GID has only a few policies involving residents’ property.

Our Sidewalk Obstruction and Maintenance Policy is in place to maintain safe and clear sidewalks free of obstruction. The policy states that home / property owners must clear the sidewalk adjacent to their property of all vegetation and repair any damage to the sidewalks. Most of our sidewalks are rolling curbs, so please do not park vehicles on the sidewalk as this can damage the curbs and sidewalks.

The District’s Snow Removal Policy is a guideline of when roads will be plowed in the district. The District is not required to plow roads, but it is a service that we provide to the residents of the district. Please keep that in mind as the District has limited resources to commit toward plowing and snow removal. Property owners / residents are responsible for the removal of snow from the sidewalks adjacent to their property.

Indian Hills GID has no authority over the appearance and upkeep of personal property. Douglas County Code Enforcement is the governing body responsible for code violations.

 

From Douglas County Code Enforcement’s webpage, some items that are under the purview of Douglas County Code Enforcement are:

• Storage of broken or discarded furniture, household equipment and furnishings when visible from a public street

• Overgrown vegetation visible from a public street and/or which causes a sight obstruction or encroaches on the public right-of-way

• Dead, decayed, diseased or hazardous trees, weeds, or other vegetation constituting unsightly appearance and is visible from a public street

• Junk, trash, household items or other debris kept on the property for an unreasonable time and visible from a public street such as abandoned, broken or neglected equipment, machinery, appliances, refrigerators and freezers, hazardous pools, ponds, and excavations.

• Junk/unregistered/inoperable vehicles parked or stored off the pavement on residential properties and visible from a public street.

• Buildings which are partially destroyed, left in an unreasonable state of partial construction, or declared dangerous by the Building Official.

• Unsightly buildings in a state of major disrepair.

• Building exteriors, walls, fences, driveway, sidewalks, or walkways which are maintained in defective or unsightly conditions.

• Storing piles of dirt, rocks, gravel, sand, concrete, or other similar materials for an unreasonable period of time.

 

Douglas County Code Enforcement also covers recreational vehicle storage. They explain it well on their webpage:

“Per Douglas County Code on parcels smaller than 1/2 acre, recreational equipment, such as motor homes, boats, boat trailers, travel trailers, pick-up campers, utility trailers and similar equipment, and cases or boxes used for transporting recreational equipment, must be parked or stored in a carport or in an enclosed building, or up to two units may be parked behind the nearest portion of a building to the street screened by a solid 6-foot fence. such equipment may be parked anywhere for a time period not to exceed forty-eight hours during a loading or unloading.”

As there are very few (less than 20) properties in the district that are over ½ acre, this applies to the majority of properties in the district.

Problems with vehicles on the streets including illegally parked vehicles (cars, trucks, trailers, RVs), unregistered vehicles, speeding, or any other traffic violation falls under the purview of Douglas County Sheriff’s Office.
